以发展型政府和地方法团主义理论为基础,探究高新区与行政区合并的内在制度动因,认为“政区合一”体制反映了新阶段高新区创新功能提升和拓展的需求,同时这也是在地方政府强烈的经济发展导向和依托地方政府建设高新区的制度安排下,有效推进高新区创新发展的合理化制度选择。“政区合一”的体制造就了一个内部具有高度整合性的自主性经济官僚机构,能够为高新区的创新发展提供强有力的政策和资源支持。但在制度整合过程中,原有体制的僵性和发展路径的依赖也存在体制复归的风险。基于对广州国家高新区和青岛国家高新区两个典型案例的对比分析,总结了“政区合一”体制可以有效支撑高新区创新发展的必要条件。
The integration of High-tech Industrial Development Zone(HIDZ) and administrative zone has been criti- cized as an institutional retrogression. But the integration of HIDZ and administrative zone continues to increase in loud criticized voice. This paper will investigate the institutional dynamic for the integration based on Develop- ment State and Local State Corporatism theory. It highlights that the integration reflecting the demand of HIDZ's innovation development and being a rational choice to promote HIDZ's innovation development under the condi- tion of local government pursuing economic development and construct HIDZ depending on local government. The integration of HIDZ and administrative district creates a highly integrated and independent economic bureaucra- cy, which could provide HIDZ strong policy and resource support. However, institutional sclerosis and develop- ment path dependence may increase the risk of institutional retrogression. Comparing Guangzhou HIDZ with Qing- dao HIDZ, it summarizes the requirements that the integration of HIDZ and administrative zone could effectively support HIDZ's innovation development.
