随着人们对生存环境要求的不断提高和土地资源价值的日益提升,城市生活垃圾热转化处理已逐渐取代填埋处理,成为垃圾处理的主要选择。垃圾熔融气化技术是近年兴起的处理方式,参考日本一座处理量为400 t/d的城市生活垃圾熔融气化发电工程,运用生命周期评价和投入产出分析方法分析其环境影响和经济性,结果显示,垃圾气化熔融的烟气污染和二噁英排放的环境影响均低于传统的直燃工程;工程投资和垃圾处理补贴是垃圾热转化工程经济性的重要影响因素,垃圾气化熔融工程经济性略低于直燃工程。未来如在我国推广垃圾熔融气化技术,需适当提高垃圾处理补贴,并进一步加强垃圾分类以提高入炉垃圾的热值和成分稳定性。
With the severe requirements of environmental protection,thermal conversion method is becoming the first choice for Municipal Solid Waste(MSW) instead of landfill.The waste smelting gasifying technology is developed much later than incineration technology.This paper analyzed a MSW treatment plant using the smelting gasifying technology with the 400 t/d capacity in Japan.The environmental impact and economic feasibility were also analyzed based on life cycle assessment and input-output analysis.The result shows that the environmental impact of the flue gas emission and the dioxin emission of the MSW smelting gasifying system is smaller than that of the MSW incineration system.Primary investment and MSW subside are two important impact factors of the waste treatment economy.The MSW smelting gasifying project benefits little less than the MSW incineration project.Considering the technology application in China in the future,the government should improve the MSW treatment subside and construct a MSW classification system to improve the calorific value and component of the MSW.
