开发并联合利用了水资源模型和水质模型来评估水权交易的外部性。外部性消除遵循了用最小的污染排放削减量来满足环境要求的原则,补偿则依据外部性的消除费用确定。对西北内陆黑河干流中游地区的实例研究结果显示,这种设计方案保证了受水权交易不利影响地区的水环境保护费用,在经济上可推动削减污染排放,但同时可能会使水权交易买方和受影响地区更愿意以补偿的方式来设计水权交易方案。
The trade scheme should consider externality (water quality degradation) elimination or compensation for loss. The scheme will be that water right buyers pay full compensation in early period of water trade and provide both part externality elimination and part compensation in late period because elimination needs time to imply and externality is hard to be completely removed. This article evaluates the externality through joint usage of water resources model and water quality mode. Externality elimination follows with the principle that environmental requirement is satisfied with minimum pollution emission reduction and compensation is identified based on the cost to eliminate externality. A case study is made in the midstream of Heihe River main stream in Northwest China. The results show that, the design approach guarantees environmental protection funds of affected districts, and helps to cut down pollution emissions. However, the scheme design may produce a trend that water right buyers will be more willing to compensate, but not to reduce pollution emission unless the affected districts have very firm requirements on ecology and environment.
