Aiming at the phenomenon about absence of the long-term mutually beneficial cooperation in engineering construction, we introduce the concept of strategic partnership in construction participants. The repeated game model is established to discuss the feasibility and will for creating strategic partnership in engineering construction participants. Tactics from five aspects such as policy support, social monitoring, contract restriction, system control and committee harmony etc can be used in realizing strategic partnership.
