The initiative that China had put forward to build new maritime silk road with ASEAN makes the traditional ＂Maritime Silk Road＂ concept full of vitality, this will be China＇s main strategy for current and a period of time in the future. This strategy should go beyond Relativism thinking of ＂Containment and Balances＂, located in the realization of ＂mutual construction of universalism＂. Furthermore, the worldview of ＂All-Under-Heaven＂ to which China made a great eontribution and its inherent principle of ＂Universal＂ should be the philosophy relied on for planning and practicing new maritime silk road strategy.
