生产网络范式正在成为一种新的产业组织研究范式，企业集群作为一种网络组织，其绩效水平影响着区域经济的发展，但理论界对企业集群绩效评价的研究却还刚刚起步。从系统的观点来看，企业集群是一个开放的系统组织，遵循平衡型计分卡的思路，将企业集群经济绩效分为学习与创新、内部流程、客户和市场、集群财务绩效四个层面，然后运用层次分析法建立企业集群经济绩效评价的指标体系，再采用线性加权求和建立绩效评价的数理模型，最后利用广西宾阳县再生纸企业集群的案例对该评价模型进行了初步运用。

英文摘要：

Production Network Paradigm is becoming a new study area in the theory of industrial organization, as a kind of network organization, the economic performance of enterprise clusters has an important effect on the development of regional economy, but present research has not given a satisfactory answer to the question. Based on the theory of system, we think that enterprise clusters is an open system, so we can study the problem on economic performance of enterprise clusters, using the way of balanced scorecard. Under the guidance of the theory framework, we choose correspondingly the learn and innovation of enterprise clusters, the inner process of enterprise clusters, the client and market, the financial performance of clusters indicators which are suitable for evaluating Inter-fn＇m Network of enterprise clusters. Then analytic hierarchy process （AHP） are introduced to create the indictors system on economic performance in enterprise clusters, and linear weighted summation approach is also used to set up evaluation models. Finally, taking the recycle paper industry in Binyang County, Guangxi as case, the evaluation model are first put in application.
