Based the combing of the related literature on the construction of Silk Road Economic Belt, this paper studies the construction of the pivot cities along the Belt and designs a construction system of ＂one main road, two aims, three keys, four thoughts and five content＂ in order to push the construction from strategic level to practical work so as to speed up the construction of the Belt and accelerate the world economic development featuring innovation, vitality, interconnection and inclusiveness.
