产业集群可以看作是一个典型的复杂适应系统，应用复杂性科学的理论，对集群的创新能力问题提出了三个理论命题，即如果产业集群中各组织成员之间具备中等程度的关联性、中等程度的异质性、产业集群具备内部中等程度的控制水平（Medium Degree of Governance）的话，产业集群的创新能力将更强。采集了江苏省三个产业集群的数据，借助网络分析方法，对命题进行了验证。
英文摘要：
The industrial clusters can be considered as a complex adaptive system （CAS）. Using complexity theory, we identify three issues that affect the adaptive capacity of industrial clusters, namely the industrial cluster innovation capacity is stronger should all components of the industrial clusters have interconnectivity, the heterogeneity, and medium degree of governance. A case study on three real industrial clusters of Jiangsu Province is carried out to test these theoretical propositions by using the methods of the network theory.
