黑河水量统一调度及流域治理成效分析评价

为客观评价14 a年来黑河调水及流域治理取得的成效,通过数据统计和趋势分析方法,重点对黑河调水前后流域中、下游相关指标进行了对比分析。结果表明:调水后与调水前相比,正义峡和狼心山断面年均下泄水量分别增加2.41亿m^3和1.88亿m^3,中游和下游地区年耗用地表水量分别减少0.48亿、0.77亿m^3;年集中调水时间从2000年的33 d增加到2013年的107 d;下游河道年过流天数增加了100 d以上;东居延海连续9 a不干涸,2013年维持水面面积40.5 km^2,周边地下水位平均回升了0.48 m;干涸42 a的西居延海2003年首次进水,之后又有三次进水。分析评价认为,黑河调水及流域治理效果明显,特别是下游额济纳绿洲生态恶化趋势得到初步遏制和改善。同时,提出了进一步加强流域综合治理的相关建议。

It had been comparatively analyzed that focused on related indicators of Heihe River middle and downstream before and after water transfer,through data statistic and trend analysis to objectively evaluate the effect by Heihe River water transfer and river basin management in 14 years. The result shows that comparing with the water before and after transfer,the annual water discharge respectively increases 0. 241 billion m^3 and 0. 188 billion m^3 for Zhengyixia and Langxinshan sections,the annual surface water consumption of middle and downstream re-spectively decreases 0. 048 billion m^3 and 0. 077 billion m^3;the annual concentrated water transfer days increases from 33 in 2000 to 107 in 2013;the annual flowed days in downstream increases more than 100;Dongjuyanhai has not dried up for consecutive 9 years,the water surface area maintained 40. 5 km^2 in 2013,the surrounding groundwater level rises 0. 48 m;Xijuyanhai dried up for 42 years and there was inflow for the first time in 2003,then there were inflow for three times after that. The analysis concludes the effect for Heihe River water trans-fer and river basin management is obvious,especially for Ejina oasis ecological deterioration has been initially contained and improved in downstream. Meanwhile,the relevant suggestions have been proposed for further strengthening river basin comprehensive management.
