阐述了流域治理项目的定义和主要特征，在分析其当前建设管理中所存在的问题的基础上，总结出流域治理项目建设管理体制建设的基本思路，并从优化现有建设管理组织机构、建立健全建设管理保障制度、拓宽项目建设资金筹措渠道、合理选择建设项目管理模式、构建项目管理信息化平台5个方面提出体制建设内容，最后给出了实施保障措施。旨在为流域治理项目建设提供决策支持和政策保障，继而推动流域的综合治理和统一管理。
英文摘要：
This paper described the definition and main features of river-managing project.Based on the problems exited in current construction management,the paper has summed up the fundamental consideration of construction management system for river-managing project, and put forward system construction contents from optimizing the current management organizations and agencies, establishing and perfecting the management security system, expanding financing channels for project construction, promptly selecting management pattern, and constructing project management information platform.In the end, the paper gave some security measures to support policy-decision and provide security mechanism.
