城市适应气候变化已成为我国应对气候变化战略中的重要环节。总结国际先进经验,对于我国城市科学适应气候变化具有重要的借鉴意义。从制度、规划、措施等角度,分析总结了伦敦、鹿特丹、温哥华三个城市的适应气候变化经验。城市适应战略的成功要素主要包括：确立政府在适应气候变化治理中的领导地位;建立跨区域、跨部门的协调机构;提高各利益相关者的意识;因地制宜地提出符合本地特征的适应行动和措施;对适应规划进行持续跟踪和评估。结合我国实际,文章总结了国际经验对我国城市开展适应气候变化行动的启示并提出了相关建议。
英文摘要：
Adapting to climate change in urban areas has been a vital part of climate change strategy in our country. Summarizing the international advanced experience also has reference signification to the cities＇ adaptation plan in China. From the aspect of system, planning and measures, the paper summarizes the experiences of adapting to climate change of London, Rotterdam and Vancouver. City climate adaption strategy＇s successful factors mainly include： radiating the leadership of the government in adaptation strategies＇ governance; setting up a trans-regional and trans-department coordination institution; promoting the climate change awareness of stakeholders; adopting adaption actions and strategies adaptable to local conditions; tracking and evaluating the adaption strategy continuously. Combining with the reality of our country, in the end, the paper summarizes enlightenment to our country＇s cities in starting work on adaption actions and puts forward relevant suggestions.
