The policy window of a total reform for the Chinese Letters ＆ Visits （ tem is opening in the condition that the strategy of social management innovation has Xinfang） Sys- been replaced by overall reform. In expectation, the overall reform of the Chinese Letters ＆ Visits System is to be systemic, structural, and coordinated, rather than fragmental, functional, and isolated. In the past decade, the Chinese Letters ＆ Visits System mainly practiced the function in interest relief due to the lack of systemic reform in governance structure; as a result, its function gradually deviated from expectation. For the Chinese Letters ＆ Visits, the reform goal should be directed to its normal func- tion through systemic reform in governance structure, and the policy framework should take a ＂fourin-one＂ strategy by integrating function setting, structure adjustment, mechanism redesign, and law enforcement.
