Aim To improve urban system of district developing and tourist resources explotation for establishing a management operative mode. Methods Adopt modern management and play chess the analytical method of the theory, deeply analyze the relationship between tourist resources explotation and urban system of district. According to the practical administrative system, utilize the management mode of procedure to establish a management operative mode. This system combines resources of many trades of departments effectively. Results The six common goals ：＂ coordination, guide, control, mamagement, ensuring, feedback＂ were carriedowt. Conclusion The results show that the new high-level support to society and economy of district continual blossom.
