Through decision-making, the company must consider different kinds of uncertainties in the technical innovation investment. In our article, we add the cost uncertainty which is caused by the technical progress to the return （market） uncertainty and analyzes the timing of investment in the technological innovation. Then, we discuss the two kinds of uncertainties＇ effect on the decision-making.
