鉴于监督权的行使具有复杂性,强化监督以提高行政相对人的服务满意度是实践中亟待解决的问题,确证两者的关系对提高行政许可绩效至关重要。基于分权制衡理论遴选取四大变量(指标),依据J市41个行政许可审批单位审批绩效第三方评价相关数据,回归分析结果表明,行政相对人更关注行政主体的实质性回应。相对于内部监督途径的健全性,内部监督检查的日常性变化对服务满意度影响更大。据此,应增加行政许可绩效评价指标体系中监督管理指标的权重,强化外部监督回应与内部监督回应之间的联动。
The exercise of supervision is complex. How to strengthen supervision in order to improve the administrative relative person's service satisfaction is the problem to be settled urgently in practice, and confirming the relations of both sides is very important to improve the performance of administrative license. Based on the theory of separation of powers, we select 4 variables (indicators) respectively such as the response of sanity, the internal supervision and inspection, the supervision way of daily, and the service satisfaction. The application will examine and approve the approval performance of 41 administrative licensing units in city J. The results show that the administrative object is more concerned with the substantive response of the administrative subject. The changes in the internal monitoring and inspection are more important to the satisfaction of service than the integrity of internal supervision approach. Therefore, it is necessary to increase the weight of supervisory management indicators in the index system of administrative licensing performance evaluation, and strengthen the linkage between external supervisory response and internal monitoring response.
