文章以"两田制"为例,基于租值耗散的理论概念,具体分析并阐述了农地产权结构细分与市场发展两者之间的内在关系。研究表明,农地产权结构的有效细分与农地产品和要素市场的发展之间存在着重要的双向关系。农地产权作为基础性条件,既可以推动各类市场的发展,也可以在有关农地市场形态的拓展中,实现农地产权主体从政府向农户逐渐转移且有效的产权结构细分,在农地租值界定、产权结构细分和市场发展之间形成内在的互动反馈过程。而这一过程的关键在于放松产权与市场的双重管制,为产权主体在两者之间的选择提供自由的行为能力(产权)与空间(市场)。由此针对为当前的农地"三权分置"改革,提出应放松农地要素市场管制、推进以农地流转权和农地抵押权为核心的处分权细分、给予农户主体自由选择的行为能力与空间,以及加大改革试验区探索力度的政策建议。
The paper applies the theory of rent dissipation to analyze the relationship between segmentation of farmland property rights structure and market development with two field system as an example. We find that there existed bilateral relationships between segmentation of farmland property rights structure and market development. The farmland property rights that is as the basic conditions can not only push the development of market,but also change itself by the prolongation of market form. The changing process further makes clear that the economic implications of property rights and achieves the subdivision of farmland property rights structure. So we argue that there is the interactive feedback mechanism among farmland rent,subdivision of farmland property rights structure and market development. The key ways to realize the mechanism are relaxation property and market regulation and offer the freedom and market to choose between them. We maintain that the government should relax the control of agricultural land element market,and promote the subdivision of disposition right,and give the farmers the ability and space of choice,and enhance exploration at reforming pilot area.
