随着中国产业结构的不断调整,产业结构高级化将是必然的趋势,它将成为推动中国经济增长的新引擎。在中国实现产业结构高级化过程中,地方官员的作用是不容忽视的,如何定量识别地方官员的影响？本文以第二产业增加值占GDP比重为产业结构高级化的标志,构造了1992-2007年间中国省委书记省长与其相匹配的面板数据。用计量模型方法,从个人特征（企业背景、专业禀赋）方面定量识别了地方官员对产业结构高级化的影响。研究发现：不同个人特征的地方官员对产业结构高级化的影响具有异质性：企业背景的地方官员的影响通常是通过控制变量发挥作用才显著的;专业禀赋的地方官员的影响不需要控制变量的作用就显著了,而在稳健性分析中,情况则相反。本文的研究结果对于今后在推动区域产业结构升级中,如何激励地方官员有一定的借鉴意义。

英文摘要：

with the industrial restructuring of China,industrial structure upgrading would be inevitable and become the engine of economic growth.The function of local officials cannot be ignored in such a progress.But how to distinguish it quantitatively？ This thesis marked the added value of the secondary industry in GDP as the symbol of industrial structure upgrading,constructed the panel data marched with the secretaries of provincial Party committees and provincial governors between 1992 and 2007.It measured the effect of local officials on the industrial structure upgrading quantitatively from the aspect of their personal features（enterprise background and professional talents） by the measurement model.This study found that local officials with different personal features effected provincial economy differently.Officials with enterprise background functioned remarkably only by controlling the variables while officials with professional talents functioned remarkably without such a control.But the situation could be contrary in the tolerance sensitivity analysis.This result could have some reference on inspiring local officials to promote the upgrading of regional industrial structure.
