This paper analyzes characteristics of ordinary volunteers and Olympic volunteers. It also points out management strategies for successful motivating the volunteers. There need to be legislation for the volunteers and external motivation should be given. Moreover, the volunteers' service should be combined with their professions and effective training and reasonable division of work can help meet their needs of self-realization.
