In order to evaluate the capability of maintenance system, the maintenance support plan was defined for the warship equipment, the substance model of maintenance system was established. The authors abstracted the network plan of maintenance; proposed the optimization target of plan and the indexes of capability assessment, and set forth the two-tier model and algorithm of sea base and factory. The test results proved that the model and algorithm were valid and effective.
