用C4ISR的理论改造环境影响评价技术,建立环境评价自动化系统C4ISRE是解决现今环境评价领域诸多问题的有效方法。建立C4ISRE的首要问题是将传统的环境评价报告形式转换为Petri网的形式,进而实现计算机对环境评价报告的自动化构建、分析、处理等。以《金山店铁矿环境影响评价报告书》为例,根据传统环境评价工程分析方法的特点,构建了与其同构的着色Petri Net模型,并运用CPNtools完成了环境评价工程分析的各种论证,从而为建立C4ISRE奠定了基础。
The theory of Military Command Automation System C4ISR is adopted to reform Environmental Impact Assessment(EA for short),namely constructing Environmental Assessment Automation System C4ISRE(Command,Control,Communications,Computer,Intelligence,Surveillance,Reconnaissance,Environmental Assessment),was an effective method to synthetically solve many complicated environmental pollution problems in EA field.The chief problem of constructing C4ISRE was to transform the traditional EA form into Petri Net form,furthermore,to realize computer automatic analysis,processing,construction,and so on.Taking the EA of "Jinshandian Iron-mine Environmental Impact Assessment Report" for example,firstly,the paper drawed out the algebraic system of EA.Secondly,based on the characteristics of algebraic system,the isomorphic Color Petri Net model was constructed.Finally,various environmental pollution analysis and demonstrations in EA field had been carried out by using CPNtools.It laid a foundation for constructing C4ISRE.
