我国城市土地储备制度的主要目标是保障土地资源有效配置,促进土地综合开发与均衡发展。分析当前形势下土地储备机构组织管理体系面临新的发展要求,明确土地储备机构的职能定位,进而探讨土地储备机构未来发展方向。在此基础上,梳理我国城市土地储备机构组织管理模式,从制度因素、组织结构、信息传递、组织文化、环境因素五个方面对天津市土地储备机构组织管理问题进行探究,并从制度转型机制、组织结构、引入多主体监督等方面提出创新路径,以期为天津市土地储备机构组织管理体系创新提供指导与借鉴。
Urban land reserve system aims to guarantee effective allocation of land resources,promote the comprehensive development of land and balanced development.This paper analyzes the newdevelopment requirements of organization management system in the current situation,clarifies thefunctions of the land reserve institution,and discusses the development direction of land reserveinstitution in the future.On this basis,the article analyzes the organization management modeof urban land reserve institution in China,explores the organization management problems of landreserve institution in Tianjin including five aspects:institutional factors,organizational structure,information transmission,organizational culture and environmental factors.At last,this essay putforward the innovation path fromme chanism of institutional transition,the organizational structureand so on,so as to guidance the innovation of Tianjin land reserve institution management system.
