基于创新系统视角下构建的知识生产函数的扩展框架,把外生的创新环境要素全面引入内生增长模型中,并基于创新系统功能理论,把创新系统中参与和影响创新过程的要素(或活动)依据功能组合构造系统水平的功能块(综合变量),以此构建中国区域创新系统功能运行状态判断的路径框架。为获得稳健性检验,本研究引入适合小样本弱假设的偏最小二乘路径分析作为稳健的估计模型。本文构建的"功能-结构-检验"综合分析框架为创新系统方法从理论探索走向实证研究提供了可行且有效的途径。基于中国省域2007-2011年的面板数据,本文在全面分析比较中国区域创新系统上游创新产出与下游创新收益各自决定因素重要性差异的基础上,通过一系列逐层深入的路径验证表明,中国区域创新系统功能框架基本形成,但整体运行还不健康,上游科技研发系统与下游科技转化系统没有形成良好互动。
This study comprehensively incorporates innovation environment elements into the endogenous growth model based on the extended framework of knowledge production function in the context of innovation systems approach.On this basis,this study builds the path testing framework for the functional state of China's regional innovation systems by grouping the innovation environment elements into some system-level functional constructs(composite variables) according to their functions,which is implemented based on the functional theory of innovation systems.This study employs a PLS(partial least squares)-based diagnostic model(including a PLS regression and a PLS path modeling analysis)for obtaining robust and effective test results.Our "function-construct-test" framework provides a feasible and effective way for the innovation systems approach from theoretical investigations to empirical applications.By a panel-data-based empirical study over 2007-2011 year period,this paper over-all compares the importance of determinants of the upstream innovation outputs as well as the downstream innovation outcomes at the China's regional level.The in-depth path testing results show that the functional framework of China's regional innovation systems has been formed while is not perfect.An unmatched relationship between the upstream scientific and technological research and development and the downstream scientific and technological transformation till exists.
