Although Rural Family Planning Reward And New Rural Social Old -age Insurance are being promoted throughout the country, no cohesive policy has been developed by the central government. This has resulted in a serious obstacle to the unification of the rural old - age insurance system construction, not condu- cive to overall building of social security system in urban and rural areas. This article discusses the necessity of convergence and cohesion problems to be solved in terms of Rural Family Planning Reward and New Rural So- cial Old - age Insurance. Convergence ends with age supporting system and a new farmers＇insurance system in rural areas, relating specifically to sectoral responsibility, increasing the new farmers~insurance reimbursement levels to integrate and realize the program of rural pension insurance, laying the foundation for the unification of city and countryside construction of social security.
