以容积率为核心的开发强度指标是土地高效使用和公共利益保障双向绩效的综合考量和核心所在。现针对当前开发强度指标确定价值取向片面、依据性不强、适应性欠缺的问题,探讨城市新建区开发强度“值域化”控制思路。希冀通过对已建区域地块开发绩效的调查,确定地块开发强度控制指标影响因子体系,构建反映地块自身和片区对地块影响的因子与开发强度指标的数理关系模型,确定地块开发强度值域范围。希望通过“值域化”,来实现容积率确定“自上而下”与“自下而上”的结合,保障城市土地开发的公共利益与经济效益,协调规划编制与建设管理中的“弹性”与“刚性”。最终实现土地开发强度的科学制定和控制,实现公平与效率的双赢。
Indicators of development intensity such as floor area ratio is often used to measure land use efficiency and the public welfare. However, existing methods to determine development intensity have many flaws, such as narrow definition of values, lack of foundation and adaptability. This paper explores the "interval form" of development intensity in city new areas. By surveying the outcomes of the built plots, the paper attempts to formulate the factor system which impacts the development intensity and then a mathematical model is built to quan- tify the relationships between development intensity and impact factors for the plots as well as plots in the surrounding area. A range of development intensity indicators of the plots will finally result. By using "Interval Form", this paper attempts to combine "top-down" and "bottom-up" approach in setting floor area ratios, and balance the public interest and economy benefits of land development. It hopes to coordinate the "flexible" and "rfgid" aspects of plan preparation and development management, and ultimately achieve rationality in decision making.
