为改善我国目前建筑安全生产事故统计指标难以客观反映建筑企业日常安全管理水平的现状，基于事故发生的主要原因即行为原因，结合“4M”理论，从施工现场个人行为和施工企业安全管理行为角度建立事故原因的分析框架。以该分析框架为基础，设计个人安全行为指数（SBI）和企业安全管理指数（SMI）2个事前指标，并与现有的轻伤率、重伤率和死亡率等事后指标结合，构建全新的建筑安全生产事故统计指标体系。通过在某企业项目中进行应用研究可知，该事故指标体系能够反映企业日常安全生产的薄弱环节以及安全管理日常状态和水平。

英文摘要：

The present construction accident statistical indexes can reflect the total number of accidents, but fail to reflect the usual construction safety and the weakness. Based on major accident cause of behavior and ＂4M＂, a framework of the causes of construction accidents was established including two pre-indexes： SBI and SMI, by which the scope of accidents statistics will be enlarged. Combined with the existing construction accidents indexes, a new construction accidents indexes system was build up including SBI, SMI, injuries rates and death rates. The new system was applied in a certain construction company project. The results show that this new index system reveals the weakness and reality including current safety management level of construction company.
