大数据与公共安全的良性互动需要兼顾公共安全的双重属性。在科学维度,一方面,通过在线社会聚合、信息扩散、众包协作和集体智能四种机制,公共安全事件促进大数据的生成;另一方面,通过改进实体性风险和建构性风险的管理,提升灾难预防的针对性和应急响应的协同性,改善危机沟通的精确性与交互性,大数据也可以促进公共安全管理。在价值维度,在风险社会的时代背景下,公共安全正在成为优先价值,这可能导致数据监控、隐私泄露、权力侵害等“副作用”。这些大数据潜藏的新兴风险无法从根本上消除,只能进行适应性治理,在最大程度上限制大数据的反功能。
Big data is intrinsically linked to public security, and the benign interaction between big data and public security needs to shed more light on the dual attributes of public security. In the scientific dimension, public security events facilitate the data source for big data analytics through on-line social convergence, information diffusion, crowdsourcing collaboration and collective intelligence. In addition, by improving the management of substantive risk and perceived risk, promoting disaster prevention and response coordination, and enhancing the accuracy and interaction of crisis communication, big data contributes to public security management. In the value dimension, public security is becoming a priority value, and may lead to "side effects" such as data monitoring, privacy disclosure, and rights violations in the context of a risk society. The emerging risks of big data can only be managed adaptively, rather than be eliminated fundamentally.
