从环境规制对节能减排效率影响这一基本问题出发,基于非期望产出的SBM-DDF模型测算出省级节能减排效率,并在考虑个体异质性和参数异质性的基础上,利用面板分位数模型进行检验。结果表明,环境规制确实促进了节能减排效率的改善,但其效应在节能减排效率分布的不同省份存在不对称现象。从分地区样本来看,在低分位和中分位,东部地区环境规制的节能减排促进效应最为明显;中西部地区环境规制的节能减排效应只表现在高分位,但在西部地区却为抑制作用。从分阶段样本来看,在中分位和高分位,第一阶段环境规制的节能减排促进效应才呈现;第二阶段环境规制的系数在各分位点均显著,且第二阶段环境规制对节能减排效率的弹性高于第一阶段。进一步分经济主体发现,命令控制型规制工具与节能减排效率呈倒u型关系,且只在低分位显著;而市场激励型和公众参与型规制工具对节能减排效率类似于u型结构,并分别在中高分位和中分位显著;企业个体努力在中低分位点抑制了节能减排效率,而在高分位点其促进效应开始呈现。
Starting from the effect of the environmental regulation on the energy-saving and emission-reducing effi- ciency, and based on the undesirable output of the provincial energy-saving and emission-reducing efficiency calcu- lated by the SBM-DDF model, the panel quantile model is utilized for testing, taking the individual heterogeneity and parameter heterogeneity into consideration. The result shows that the environmental regulation does facilitate the efficiency improvement of the energy saving and emission reducing, however, such facilitating effect is asym- metric among different provinces in which the energy-saving and emission-reducing efficiency is distributed. In the case of different samples from different regions, for low and medium quantiles, the facilitating effect of the envi- ronmental regulation on the energy saving and emission reducing in eastern regions is the most significant, while the effect of the environmental regulation on the energy saving and emission reducing in mid-west regions is showed only in high quantile and in western regions, there is even inhibitory effect. In the case of phased sam- pies, for medium and high quantiles, the facilitating effect of the environmental regulation on the energy saving and emission reducing appears only in the first phase; the coefficient of the environmental regulation in the second phase is significant in all quantiles and the elasticity of the effect of the environmental regulation on energy saving and emission reducing in the second phase is better than that in the first phase. It is found in further test- ing by different economic subject that: Command-and-control regulation tools and the effect on energy saving and emission reducing show an inverted 'U' relationship and the effect is significant only in low quantile, while mar- ket-incentive tools and public-participatory tools have a relationship curve similar to 'U' with the effect on energy saving and emission reducing and the effect is significant in both high and medium quantiles.
