城市边缘区是城市空间增长的前沿阵地,也是城市社会—空间转型中最敏感、最显著的地域类型。随着我国城市化进程的加快,城市边缘区中由土地征用所引发的社会冲突已成为当前我国矛盾最为集中的社会问题。研究发现,征地冲突是城市边缘区社会—空间转型不同步的产物,其外在表现为土地利益相关者之间的利益冲突,形成于土地征用的程序运作环境,根源于不完善的土地征用制度。据此,从土地经济和利益分配、制度建设和程序完善两个层面提出明确界定"公共利益"内涵、科学设计土地价值评估方法、调整土地增值收益分配格局、完善经济补偿方式、增设冲突预防和调解机制等治理策略,从而推动土地征用制度的创新与改革。
Urban fringe is the frontier of spatial expansion.It has been a distinctly sensitive area in urban socio-spatial transformation.With the acceleration of urbanization,conflicts caused by land expropriation are becoming a critical issue.The article argues the conflict between land beneficiaries is a product of disjunctive socio-spatial transformation.Land expropriation procedure and institution lead to the conflicts."Public interest" connotation should be clarified from interest distribution,institution,procedure in land expropriation.Land value appraisal method,conflict prevention and adjustment mechanism should be established to promote land expropriation innovation and reform.
