针对目前我国公共文化服务网络落后的现状,提出建设开放式高校图书馆与公共文化机构互补的文化服务网络的意义与必要性、必须坚持的五原则,即全覆盖原则、普遍性与针对性相结合的原则、公益性与有偿性相结合的原则、主体结构多样化原则和可持续原则。探讨文化服务网络的制度设计和模式设计,总结一卡通服务模式、网络信息服务模式、个性化特色服务模式和自助服务模式。

In view of the backwardness of China＇s public culture service network,this paper suggests opening up college libraries,which is a complement to the public culture network,discusses the building of rules and regulations for the culture service network,and summarizes the card service mode,network information service mode,and personalized self- service mode.
