At present,more than 70% cases about the countervailing investigation are against China in the world.Countervailing has become the focus issue of the new trade friction between China and foreign countries. Under the new situation that the global trade has a major change and the trade protection will exist for a long time,the Chinese government faces a major potential countervailing policy decision demand. The research,based on the situation and characteristics of international countervailing policy implementation,attempts to construct the theory and method system of countervailing policy decision,in order to attract more experts and scholars＇ resonance,and provide the reference for countervailing investigation organs in China.
