2009年6月,国家发展改革委员会颁布了《关中—天水经济区发展规划》,这一战略性的前瞻决策,给中国西部大开发的再次深化带来了新一轮的活力,开辟了更为广阔、丰富的物质文化的有效视域。正是从这一意义上说,关中-天水区域的地缘特性,本就属于华夏物质文明与精神文明的高位区,对已经开发和尚待开发的巨大的物质资源以及已经挖掘和需更多投向的精神文化资源的挖掘,就成为学界关注研究的聚焦点。本文就关中-天水经济区文化价值的认知;关中-天水经济区三种文化资源的认知;文化议政与政府文化决策的认知三个问题予以探讨。

In June,2009,the national development and Reform Commission promulgated the ＂ Development Plan＂,this decision enables western China to have new vitality in broader and more abundant material culture,the Geographical features that bring about exploitation in both material and spiritual civilization become a focus in research.This paper aims to discuss the problems of resources cognition,cultural affairs and cultural policy of government.
