The South China Sea resources are very abundant, known as the second Persian Gulf. At present, there exist problems of surplus development and insufficient development concurrently in the South China Sea resources development, the former shows resource overexploitation in offshore fishery, which caused the fishery resources recession. The latter shows in oil and gas resources development slow, in more than 1300 Wells in Nansha, China hasn＇t a bite. Therefore, our country should according to actual needs of the South China Sea resources development, keep improving and innovating the mode of organization.
