According to the deficiencies and shortcomings of the existing national economic evaluation system, this paper proposes a new national economic growth index, that is the inclusive value. Through the construction of ESSE integrated framework for describing the complex characteristics of the causal relationship between economic, social, resources and en- vironment, and in order to describe the economic growth in the long-term characteristic, there uses World II and the theory of system dynamics to analyses five kinds of scenarios, at last it gives the verification about the validity and rationality of the inclusion of value accounting.
