协同应急治理是政府与社会之间充分合作，形成多元危机处理机制，共同应对公共突发灾害事件。然而，由于政府运行模式中的条块分割以及社会应急参与度不足等问题，灾害协同治理的相关研究还停留在理论概念层面，缺少切实能够衡量区域灾害协同治理能力的指标。本文经过文献综述、文献梳理和理论分析，提出将应急协同治理准备度的评估划分为信息互联、组织互动和联动支撑三个维度。在此基础上，采用主轴编码方法设计可操作的二级指标。进而，以上海“11．15”大型火灾为案例背景，验证了准备度指标的必要性。最后以某城区应急联动中心的协同治理模式为案例，系统地评估该中心的应急协同治理准备度，为应急协同治理的体系建设起到认识、考核和导向作用。

英文摘要：

Collaborative disaster governance refers to full cooperation between government and society to form a crisis management mechanism to jointly deal with emergency. However, due to division of management system in government operation and inadequate social participation, most related studies focus only on theories and concepts, ignoring effective indicators to measure regional cooperation capacities for disaster management. Based on literature review and theoretical analysis, three dimensions including information interconnection, organizational interaction and system support are proposedto measure the readiness forcollaborative disaster governance. The operational second-level indicators are proposed by using the main axis encoding method. Besides, the ease of 11.15 big fire in Shanghai is analyzed to verify the necessity of indicators. In addition, a certain emergency response center is takenas an example to evaluate its capacity for collaborative disaster governance. The indicator system proposed in this paper will provide a practical tool for the construction of collaborative disaster governance systems.
