研究目的:通过研究城市内层边缘区农户宅基地腾退的影响因素,将农户宅基地使用中超面积、闲置部分释放出来用于满足工业化、城镇化刚需用地,实现城乡建设用地增减挂钩,为政府合理引导提供参考。研究方法:选取豫西、豫北、豫南、豫中等6地市内层边缘区33个自然村为样本,基于对1152户农户的调研数据,建立反映宅基地特征、农户特征、理性和生存预期特征、社会性行为特征等20项指标的影响因素集,采用Logistic回归模型测度各因素对城市内层边缘区农户宅基地腾退的影响系数。研究结果:有宅基地腾退意愿的农户比例接近50%。按照系数从大到小排列,影响农户宅基地腾退的因素依次为农户腾退政策满意度、社会保障问题、家庭成员的赞同意见、房屋建筑年限、腾退成功者的赞同意见、让子女接受更好的教育、宅基地距城镇距离、农户的受教育程度、人均住房面积等。研究结论:城市内层边缘区宅基地腾退过程中应注意保护农户合法利益,针对农户关心的就业、社保、子女教育问题,将宅基地腾退与产业发展、农民安居、培训、就业相结合,切实完善户籍、社保、医疗、就业等各项制度。
The purpose of this paper is to study the impact factors on quitting and reclaiming the households' residential land in inner urban fringes, using the reclaimed residential land for industrialization and urbanization to realize the linkage between urban-land taking and rural-land giving. Methods include 1) field survey covering 33 villages of 6 cities in northern, western, middle and southern Henan province; 2) based on surveys of 1152 households, a logistic model for identifying the impact factors such as residential land characteristics, household characteristics, reason and survival expectancy, and social behavior characteristics including 20 indicators are established. Research results show that the ratio of households who want to participate in the residential land quitting was close to 50%. According to the effect degree, the impact factors include satisfaction degree on the quitting, social security, consent of family members, housing years, opinions of the farmers who already quitted, education of younger generation, distance between city to residential land, households' education level, housing area per capita, etc. The paper concludes that 1) the policy on quitting residential land in inner urban fringes should pay attention to the protection of the farmers' legal interests; 2) taking into account the farmers concerned about employment, social security, education of children, the quitting of residential land should combine with industrial development, farmers' housing, and employment training; 3) the households' registration, employment, social security and medical systems and services should be further provided.
