This paper aims to bring forward a general review on the development of the concept of the so-called desert-or sand-controlling industry, and a model for or a approach to the best use of the land and energy resources in the desert areas. As is known, China is a country with vast deserts. Such desert, in traditional view, is equivalent to that of desolation and death, whose unique role is to bring disaster and calamity to human beings in a variety of ways. In fact, however, desert is latent with inexhaustible abundant resources, such as climatic resources, mineral resources, energy resources as well as biological resources, some of which are essential for modern society construction. Based on the above-said potential, Dr. Qian Xuesen, the famous Chinese scholar, initiated a study of desert industry. According to Qian, sand industry is a kind of green plant industry, which takes as its ultimate goal the exploration of ways for full use of the above-mentioned riches by means of the most economic consumption of water and the up-to-date technological advancements to bring economic and social prosperity to the barren land areas with modern agricultural production and a new civilization. Based on the study of Qian, this paper has worked out a desert industry theoretical system, consisting of the theory of environmental protection, that of technological exploration, policy management, production management, and profit and benefit evaluation. At the same time, it has also made a investigative summary of the environmental background of such developments with a concise report of the fragile ecosystem and high photosynthetic materials. In addition, a detailed illustration of available technical means has also been provided in the paper, such as ways of solar energy exploitation and approaches to most economic consumption of water sources for higher benefits. By taking into full account the different biological types and development potential of desert industry under the three categories of environmental conditions, that is,
