本文建立了IT治理绩效影响因素模型，采用143个来自于中国政府信息管理部门的有效样本，进行模型验证。实证研究结果表明：价值交付的有效性、成本控制的有效性、风险控制的有效性，能够在一定程度上评价电子政务实施项目的IT治理绩效，同时，由于IT治理的结构安排、认知程度、沟通机制对电子政务实施项目治理绩效的3个方面存在不同的影响作用．因而，在不同程度上显著影响电子政务实施项目的IT治理绩效。

英文摘要：

This paper proposes a research model of the factors that influence IT governance in China＇s e-government implementation. The sample data is gathered from 143 Government officials of Chinese government organizations. The sample data is analyzed to verify and validate the research model based SEM and LISREL. The research result shows that the effectiveness of value delivery, the effectiveness of cost control and the effectiveness of risk control can be used to evaluate the e-government governance performance to some extent. At the same time, governance structure, cognition and communication mechanism will influence the three aspects of e government governance performance evaluation. Then, they will affect significantly the e-government governance performance.
