One of mainly preventions village-and-town enterprise cluster from sustained rapid development is ineffective governances, including machines of ineffective government governance, defective cluster market governance, imperfect cluster self-organization and absent cluster association governance. Any cluster has defective if there are perfect machines of cluster governance with perfect cooperation and full competition. A village-and-town enterprise cluster needs such full and effective governance machines of industrial cluster in long-term to develop sustained and rapidly. Mainly paths of machine innovation and improvement governance structures in governance of industrial cluster is that cluster market governance should be perfected, government governance be promoted, cluster self-organization and cluster association governance be established and perfected.
