Preservation system is the important guarantee of historic preservation activities, while legal system is the core of historic preservation system. Historic preservation in America is on the firm legal basis. This paper gives a general introduction to the legal system of historic preservation in America, the historic preservation management system and economic incentive based on the legal system. Finally, it puts forward some suggestions on the construction of historic preservation system in China.
