良好的制度取决于制度内部要素间的一致性及其与外部环境间的协调,而不是依赖于外部监督。针对我国建筑安全生产依赖于政府检查和监理监督的现状,基于专家访谈和利益相关者分析,对我国建筑安全生产管理制度中建设单位、设计单位和监理单位的不同定位进行探讨,根据三者的定位组合提出三种制度改进方案:①建设单位推动安全生产管理;②政府部门推动安全生产管理;③激励施工单位主动加强安全生产管理。探讨三种制度改进方案的适用条件、改进步骤以及各建设主体安全管理权责的变化,为相关政府部门和政策研究部门提供参考。
Good policy is not dependent on outside supervision but on the coordination of all stakeholders' positions and matching of policy with the environment. Through interviewing experts and public policy analysis, the possible positions of owner, designer and consultant engineer are discussed in the context of China' s construction safety management pohcy, the possible combinations of the three stakeholders' positions are compared, the root cause of that construction safety depends on the supervision from both the government and the consultant engineer, and three possible improvement models are proposed, including owner promotion, government jurisdiction, and contractor initiative. The applicable conditions of the three policy models are discussed, and the possible steps including re-design duties and liabilities of each stakeholders for reforming China' s construction safety management policy are suggested as a reference for policy-makers.
