在综述分析的基础上,文章对我国传统的旅游行政治理体系进行总结,并从我国旅游行政治理的主体和客体、职能目标和理念、手段和内容等结构层次,对《旅游法》实施后的旅游行政治理体系的变革进行系统分析.研究发现,《旅游法》推动了旅游行政治理主体和客体的扩大化;引导治理理念转向服务、公平、可持续发展导向;强化法律手段,且进一步改进和提升了治理内容.研究据此提出了《旅游法》推进实施的建议措施.
Thirty years of formulating and publishing Tourism Law in China have proven to beparticularly successful. Publishing Tourism Law is a critical element of Chinese tourism developmentbecause it fulfills the needs of tourism development and brings about a significant revolution in tourismadministrative governance. The newly issued Tourism Law regulations mean that introducingprocedures, terms of explanation and the specifications of needs are not enough.A review and analysis of related literature enables this essay to reach an overall conclusion on thestructure of China’s tourism administrative governance system. This governance system contains agoverning body and objectives, government functions and a governing philosophy, and administrativemeasures and governing content. This research examines the challenges and threats faced by thetourism administrative governance of China, including: governing body overuse, dislocation, andabsence of function; the limitation of governing objectives; the failure of administrative measures toplay an effective role; and the mismatch between administrative contents and market development.This essay studies the overall implementation of Tourism Law and analyzes the revolution ofChina’s tourism administrative governance. This administrative governance is based on the details oftourism management, and on the outcomes of its functional objectives. The results show that TourismLaw has helped expand the authority of the governance administration to establish and consolidate ahealthy, fair development of the tourism industry. Tourism Law made specific and hierarchicalprovisions for the tourism administrative governance body, directly entrusting previously unclear coordinationresponsibilities and functions to the county- level peoples’governments, rather than to thetourism governance sector. It also put forward more comprehensive governance requirements thanthose contained in the original governance objectives, focusing on travel agencies and scenic spotoperational problems-includin
