医药费用不合理增长的现象在全球范围内普遍存在，为了抑制医药费用的过快增长，德国建立了一系列行之有效的制度。在诸多制度中，药品参考定价制度、医药费用分担制度、医药费用支付限额制度、医药平行进口和仿制药制度以及处方药品替代使用制度都非常成功。德国医药费用控制制度对我国解决同样的问题、对于社会医疗保险制度的建设，都具有启发意义。

The continuous increase of medical cost is a global phenomenon. Germany has developed a series of effective mechanisms to curb the unduly rapid growth of medical cost. Among these mechanisms, the reference pricing system, the co -payment system, the spending cap system, the parallel import system, and the aut - idem system are the most successful ones. The German medical cost system is of great reference value to China in resolving similar problems and in constructing a medical insurance system.
