There are many common features in ageing population, objective appeal and system difference in different area between European Union and China. To realize the integration, ELI selected the open method of co--ordination policy, it inspires that our pension insurance system must has an uniform object, we should gradually improve pooling level and select ＂Perfecting Provincial Pooling Level, Promoting Nationwide Adjusting＂ as the system model nowadays.
