本文调查了深圳公众对社区公共服务的情感,发现按公众对服务业满意程度及其对社区的整体满意度和认同感可以把公共服务业划分到四个象限。根据这种对公共服务业的情感认同,本文讨论了深圳社区公共服务业供应治理模式问题。发现,政府供应模式仍然是让公共服务业得到公众情感认同的模式,其他一些模式中,政府的作用也不能完全退出。文章的结论对我国其他城市将公共服务管理转变为公共服务业的治理模式提供了实证例子,同时也突出了关于和谐社区建设的治理模式。
This paper chooses Shenzhen city as the study case and uses the questionnaire survey method to research the community affection of the Shenzhen residents.It divides the public services into four quadrants using the satisfaction degree factor of public services,the integral community and the recognition factor.Basing on the affection recognition quadrants,this paper also discusses the governance modes of the public service in the Shenzhen community which draws the conclusion that the government leading mode is still the basic mode which has the most emotion recognition of the public.As for the other modes,the government's function is still very important and can not be totally canceled.In short,this paper provides a good demonstration example of transforming the urban public service management into governance for other cities.It also develops the research method in exploring the suitable urban community service supplying.
