A value--focused--thinking approach was adopted for identifying the objectives ot stakeholders ot e--government pro- jects, including fundamental objectives, means objectives and solutions. After integrating same objectives of different stakeholders and transforming all the objectives into indicators, a holistic evaluation indicator system for e--govern- ment projects was constructed. This system comprises 4 dimensions, including capability of G2C, capability of social management, capability of G2B and capability of information security and system maintenance, as well as 96 observed items.
