针对新疆干旱灌区水资源匮乏、降雨稀少、生态环境脆弱的现实,本文建立了基于生态水资源优化配置的基本原则、优化配置模型流程图和以生态需水满足度最大为生态目标、区域经济效益最大为经济目标、各子区域人均净效益变化率的均方差最小为社会目标的多目标水资源优化配置模型,在此基础上以阿拉尔灌区为研究区,建立灌区节点图,并根据数学模型进行归一化处理,加权求得综合配置目标,采用MATLAB软件计算出该灌区水资源优化配置方案,最后得到阿拉尔灌区的供水及配水方案:灌区地表水、地下水、其他可利用水供水比例为92.1∶6.4∶1.5,生态、生产、生活配水量比例为27∶71.1∶1.9。计算结果与实际值基本吻合,表明上述优化配置模型可靠可为同类地区生态环境保护及水资源优化配置提供参考。
There were water resources shortage, low rainfall and fragile ecological environment in the Xinjiang arid irrigation area, in view of the above problems, this paper expounded the basic principles of water resources optimal allocation and flow chart of model was established and a multi-objectives evaluation function of water resources allocation was established, in which the ecological objective was described as to satisfy the maximum ecological water requirement, economic objective was maximal net benefit, and social equity objective was minimum mean square error of variability of per capita net benefit for each calculating element, on this basis, Alar irrigation area was regarded as the study area, area node graph was set up and according to the mathematical model, the normalized processing and weight sum, the comprehensive configuration goal was obtained and the irrigation optimization scheme was exported, finally the water supply and water allocation scheme of Alar irrigation area were gotten, namely water ratio of surface water, groundwater and other available water of the irrigation area was 92.1:6.4:1.5, water ratio of ecological water, production water and living water was 27:71.1:1.9. The results can provide reference for the ecological environment protection and optimal allocation of water resources in the same area.
