Ice emergency derivation chain refers to a series of disaster events which are induced by the ice emergency. Economic loss of 2008 ice disaster was not brought by the ice emergency itself, but by a series of aftermaths induced by the disaster. It is necessary to analyze the constructions of ice emergency derivation chain. In order to find out the evolution mechanism, the paper analyzes the components of ice emergency derivation chain and how to break the chain.
