企业信息化建设及运行过程中缺少一套统一管控的方法,为此,提出构建企业信息化管理体系的思想。首先,定义信息化管理体系的概念并阐释其理论基础。然后,从管理体系的角度入手,分析企业信息化管理体系包含的11个要素;对应ISO9000质量管理体系,识别出管理职责的制定、资源管理I、T项目实施、测量和改进四大过程及其相互联系;设定体系层、过程层、活动层三层体系目标;分析信息化过程中控制主体之间的主次关系。最后,给出一个策划实例,建立了一套企业信息化管理体系,有效控制了企业信息化建设的运行过程。
Due to lack of consistent management method in enterprise informatization construction and operation processes, a new idea to establish informatization management system (IMS) was proposed. First, the concept of IMS was defined and basic theories were introduced. Then, 11 elements contained by IMS were analyzed from the perspective of management system; corresponding to in ISO9000 quality management system, four processes of 'management responsibility establishment', ' resources management' , 'IT project implementation' , ' measurement and improvement' and their relationships were identified; three-layer system targets including system layer targets, process layer targets and function layer targets were set; the major and minor relationships between controllers were analyzed. Finally, a planning example was given in which the IMS was established to ensure the effective control during informatization construction and operation processes.
