高强度开采工作面尺寸大、推进速度快、煤层厚度大、埋深小,造成的岩层与地表移动变形破坏和环境影响比一般地质采矿条件下更为严重。目前对高强度开采的定义研究仅侧重于工作面尺寸、推进速度、采厚、产量和效率等采矿技术指标,没有考虑高强度开采引起的岩层与地表破坏等负外部性问题。基于绿色开采理念,在研究国内外高强度开采现状及特征的基础上,提出了以"采矿技术指标"+"负外部性"为框架的高强度开采科学定义,并给出了高强度开采定义的评价指标体系。该定义及指标体系更全面准确描述了高强度开采的科学内涵、采矿技术特征及负外部性影响,为准确评判高强度开采提供了科学依据。
High-intensity mining would cause worse strata and ground movement and deformation and environment effects than general geological and mining conditions due to its large panel sizes and mining thickness,fast working face advance,and shallow seam depth.However,the present definition of high-intensity mining only focuses on such mining technical indexes as panel size,working face advance,mining thickness,annual output and productivity,etc.,without the consideration of such negative externalities as the overburden strata and surface damages.The scientific definition of high-intensity mining was put forward based on the green coal mining theory and its study situation at home and abroad.The definition consists of two parts:mining technical indexes and negative externalities.The definition and evaluation index system comprehensively and accurately describe the scientific connotation,mining technical indexes and negative externalities of high-intensity mining,provide scientific basis for evaluating high-intensity mining.
