面对全国大规模的地下综合管廊建设,建立切实有效的综合管廊绩效评价指标体系,有助于评价综合管廊工作情况,规范综合管廊管理行为,提高综合管廊管理水平。在查阅文献和政策研究的基础上,从项目投入、项目过程、项目结果、项目影响4个方面选取19项评价指标,构建综合管廊绩效评价指标体系,运用改进物元可拓评价模型与熵权理论构建综合管廊绩效评价模型,对综合管廊建设运营绩效进行评价。通过实例分析,并进行了模拟计算,结果表明,该模型准确性和灵活性都相对较高,研究结果可为综合管廊绩效评价提供参考。
Regarding the construction of large-scale nation-wide underground comprehensive pipeline corridor,the establishment of an effective index system of performance evaluation can help assess its general working conditions,standardize the management behavior and improve the management level. By literature reviewing and policy studying,a total of nineteen performance indexes are selected based on four aspects,ie. project investments,processes,results and influences. These indexes are used to establish a comprehensive evaluation index system,and to build extension evaluation models based on improved matter-element and entropy weight theory,so as to better evaluate the operational and construction benefits of a comprehensive pipeline corridor. Combining case analysis with simulation computation,the results show that this model is proved to be of high accuracy and flexibility,which could provide reference for performance evaluation of comprehensive pipeline corridor.
